The school was primarily an Elementary school, & I do not think it has gained by being given the grand name of Victoria College; but nobody not on the spot can really judge of the merits of the Education given it; still less to judge effectively between these two opposing views about it.
But as we must accept the fact that we have to deal with an Institution which is now both Elementary & Secondary. I agree with W. Lun that it comes or will come off well if preferable to keep the two branches distinct & to let Dr. Eitel inspect The Elementary side and let Dr. Wright be solely responsible for the secondary side.
I doubt the value of the Oxford Local Exam in such a mixter of raus as Hong Kong - a difficulty in the way of full efficiency. And I don't see how that is to be avoided.
It is not financially possible for Hongkong to destine a really good man.
The proper course is to ask England to overhaul the system and report improvements & suggestions.
The former despatch is very weak - We might & Expert men assist from him - a strong despatch sometimes have settled the Wrangle, or at least have.
